Papers concerning environmental issues, 1970-1975.

The papers were generated by Buffington's tenure, 1971-1973, as director of the Conservation Council of Virginia, chairman of its population growth committee, lobbyist for Zero Population Growth, and a member of the Virginia Governor's task force on environmental goals in Virginia (1972), and the Virginia Secretary for Human Resources's task force on family planning (1973). The collection contains minutes and bylaws of the C.C.V., papers from various C.C.V. committees and other environmental commissions and topical files. Population growth and control is the major issue with files for legislative action, newsletters, reports, speeches, and research papers. Other topics include the preservation of Assateague Island and the Back Bay National Wildlife Refuge, Blue Ridge [Dam] Project, Gathright Dam, Green Springs, James River, and the North Anna Nuclear Power Plant.
